GovTech Singapore and Meta Leverage Global Signal Exchange to Disrupt Scam Networks

In a successful cross-sector collaboration, GovTech Singapore and Meta have demonstrated the impact of high-confidence signal sharing through the Global Signal Exchange (GSE). In a recent pilot, GovTech shared a small number of non-sensitive signals—specifically scam-tainted URLs labeled by the Singapore Police Force—with Meta. These URLs were identified with 100% confidence as being associated with fraudulent activity, providing a foundation for immediate enforcement action.

Upon receiving these signals, Meta utilized an AI-driven algorithm to score and prioritize the data, running liveness checks to ensure investigators remained focused on active threats. By "fanning out" internally across its ecosystem, Meta was able to identify and take down or restrict approximately 17,000 scam entities, including abuse pages and accounts. This process allowed the platform to move beyond the initial signals to uncover a vast network of associated assets that would have otherwise remained undetected without this cross-sector exchange.While participants noted that these results are a "drop in the ocean" compared to the global scale of scams, the pilot proves that sharing timely, high-precision signals can effectively "bend the curve" of online harm.

The collaboration serves as a model for other industry partners and governments to join the GSE. By working together to refine algorithm precision and recall, collaborators aim to make scam entities less prominent across platforms and create a safer digital environment through collective action.
